Actually, Talos isn’t technically a Divine.
NPCs in Skyrim tell us that it was the other eight Aedra who granted Tiber Septim godhood, when in reality he brought it upon himself. (CHIM)
but granted the fact that he’s the most powerful non-daedric being in the elder scrolls i’d say a place among the divines is well-deserved. (If you ignore all the shitty, immoral things he did in his years as a mortal)
